Shelley was born in Stephenville Crossing, NL to Genevieve (Gen) and Albert (Bun) Garnier.  Shelley is presently the Treasurer of the St. George’s Indian Band; she has been a member of the band since 2001.  Shelley first became Secretary of the band in 2004 when the seat became vacant and in 2005 was elected to the position.  In 2007 when Treasurer Karen White became Acting Chief of the band Shelley was appointed to the position of Treasurer.  Since becoming Treasurer Shelley has taken over management with the help of the Acting Chief Karen White of the Museum Assistant Program (MAP) and the Summer Student Program with the band.

Shelley holds a Bachelor of Arts Degree in Community Studies and volunteers with several groups in her hometown of St. George’s including the Indian Band.  After moving to Ontario after high school Shelley worked for several companies until making the decision to return home and complete her education.  Residing in St. George’s with her daughter, Kaitlin, Shelley has worked for the Federation of Newfoundland Indians since early 2002, first as the Diabetes Coordinator, then in her present position as Community Liaison with the AHRDA program.

Shelley has enjoyed her time volunteering with the Indian Band and has learned a great deal about the Aboriginal culture and history since joining the band.  Her hope is that with recognition under the new landless band all band members will continue to grow and explore their culture.
